My DIL is a second grade teacher in Michigan and there are a ton of needs for her classroom that aren't provided by the district (and it's a district that has money). My wife and I contribute to her Amazon wish list fairly substantially.
Not sure what your wife's district situation is but it may be those gifts are to try to help with supplies for the kids that aren't covered by the district.
