Rules question, #18 for WMU was the first player to touch ball and he was coming from out of bounds

Thus the clock stops when he touches ball. Ouldnt that also be some sort of illegal touching? Jumped from OB and was the first to touch the ball which was still in middle of a play?

Technical sure, but the play is already be Zaprudered.
