Question about HS QB rankings/ratings

I don’t really follow recruiting. My question is: do the rankings take into consideration the ability to read defenses, pocket presence, and other attributes less quantifiable than arm strength, accuracy, size, speed, etc.? My sense is that most great HS QBs can get away with just the arm and legs without regards to the other stuff, at least in regular HS games. What about these QB camps, all star games, etc. Is there any way to know if a guy really is a QB or just a guy with a great arm?
