Why are people like Mike Periera flat out lying about the NCAA’s Instant Replay procedures?

He went on Klatt and stated that replay officials are directed to use the TV network’s clock.
The NCAA’s own replay case book says that replay officials are directed to use the “game clock superimposed on the replay monitor.”
So literally the opposite of what he said on TV. Is he lying or is he just that lazy?
