The Act was extremely successful. We can read contemporaneous accounts of what the Cuyahoga, Delaware, Missouri, Potomac, etc rivers were like before the CWA. Brown, oily “water” filled with untreated sewage and big balls of grease that would periodically catch on fire. But we can’t really live with the omnipresent overwhelming stench of pre-CWA rivers, or hear the lack of birds near them, or experience the total lack of fish many had.
