Unfortunately, those things he is undoing actually made a lot of sense in most cases. Investing in research is the obvious example. Not chasing foreign scientists out of the country. Having competent professional diplomats. Maintaining good relations with allies, etc. He is happy to destroy the country to stroke his ego. Malignant narcissist, aka massive asshole.
