He figured out where the GOP base was better than most of the establishment of the party and he had just the right unhinged tone to exploit it. The fact that he is personally xenophobic surely helped, as well. For all his foibles, W was a genuinely decent person on immigration. The base was in a different place and Trump figured that out.
