Packers ball 4th down at midfield, game tied.

Packers took a delay of game with 0:21 left. They ran off 10 seconds then started the clock again. Pack took it to 0:03 and called TO.

So if the Pack had not committed a penalty, best they could do was try a Hail Mary with :021 to go, which they almost certainly wouldn’t do. They’d punt. But with the runoff and then restarting the clock they were able to run it down to 0:03.
