In this particular case I'm not sure I believe that number by Vance. The system I utilized always checked for eligibility prior to approval. There were bugs though. Sometimes approvals and denials were incorrect. I thought I read something about Vance's number including people being signed up and not realizing they had coverage. That did occur during my time and it was usually some charity or something for the homeless/abused/etc. Just giving them access to as much as they qualified for. I am sure some fraud existed there---more so on the SNAP side. Perhaps some shady doctors billing for stuff that never happened.

Fun fact: Prisoners are on medicaid and most don't realize it.

One misconception is that undocumented people can get Medicaid--at least in the state I worked it wasn't possible. You need a social that matches your name, 5 years in America, or an immigration code like refugee. We could easily identify people with name and social mismatches. They did qualify for medicaid-emergency services only. It isn't what you think though. It was mainly to protect the hospitals because where else can undocumented people go? You give them ESO so the hospital isn't stuck with a bill. A small price to pay for a broken immigration system.

Really need to fix the root cause before we fix other programs.
