At the end of s1 Tim has quit, he's just working out his notice. He's adamant that he's done, and is going to go back to university and become a psychologist.
Maybe that decision was fueled by his rejection from Dawn, but he recognizes the gift in that, the resolution that he won't be with her and therefore has no ties to this crap company and job. He's free, he's only 30, he has the whole world ahead of him.
But David Brent offers him a promotion and he takes it. Just a token thing, a made up title and $1000 more a year, but it's reason enough for him to continue (not even choose, really) the easy path and not make the affirmative and hard and scary choice to uproot everything.
Utterly brutal and utterly human.
