They might have to drift for a long time, but eventually they will get near shore and be able to drop anchor. If someone is in actual danger people will respond.

So some parasitic cruise ship jumps into action hoping to balance it's negative karma. Guests on board are thrilled to help some boat in distress, but they don't do anything beyond observe the action from their staterooms. They are so proud they call the press.

Third, marine salvage is a major industry in rural coastal AK. That puker boat would of had to pay a few hundred dollars for the local sea tow or whoever they have in Petersburg to come out there and give them fuel. That cruise ship cost two people a weeks wages in Petersburg. Now some poor bartender has to listen to some broke marine salvage bros bitch about cruiseships stealing their business.
