He's ordering the Navy to redesign a bunch of aircraft carriers that are in the early stages of construction/development so that the catapults to launch jets will be steam rather than electro-magnetic powered. This is of course a hugely complex technical engineering issue, that he's as qualified to have an opinion on as I am to fly a fighter jet. But he heard a sailor praise the old steam systems and decided on the basis of that sum total of evidence and analysis that they were better. This will cost many billions of dollars and will be worse. The good news is that the Navy can probably stonewall until he's out of office or dead or preferably both.
