The closest any art form has to an-time GOAT, regardless of style/genre, is music. And the artist is Miles Davis.

I bought Bitches Brew when I was in 10th grade. I've listened to Agharta, On the Corner and In a Silent Way probably 1000 times each. To this day, the compositions, technical skill, band-leadership, and artistic vision and innovation absolutely blows my mind.
He had a role in inventing, innovating or perfecting five different sub-genres: bebop, hard bop, cool jazz, modal jazz, and fusion (incl. jazz-funk fusion). He also innovated several trumpet techniques, such as the use of mutes (esp. the harmon mute), modal improvisation, and later on playing live through microphones with aid of distortion and other electronic effects. And he is probably the best bandleader in jazz history. He helped discover or launch the careers of numerous other legends, including Wayne SHorter, John Coltrane, Ron Carter, Sonny Rollins, Chick Corea, Michael Henderson, Herbie Hancock and Tony Williams.
You cannot come up with a single individual who even comes close to these accomplishments.
