I saw an explanation of this on the intertubes. The broadcast video includes the line-to-gain animation.....

Apparently, running the video feed through the software that adds graphics of that nature delays the video by 7 to 10 frames--which is roughly 1/4 to 1/3 of a second. If the replay feed that is synced to the official clock from a recording straight off the cameras, not including those graphics, which makes sense given the necessity to keep it synced throughout the game, that probably explains the discrepancy. In short, it's not necessarily the two clocks that were out of sync so much as the two video feeds. The clock on the broadcast feed wasn't ahead; the game video was behind.
