The NCAA memo is extremely confusingly worded because the NCAA sucks at most things, but what it is saying is that the stadium clock IS the correct clock. The replay officials are to use the "program feed" with the stadium clock overlaid -- this is exactly what they did.

If they are unable to do this for whatever reason, THEN they use the broadcast feed. The confusing memo was not necessarily intended for public consumption and has been misinterpreted widely by ESPN/national personalities and the angry mob. The confusion seems to stem from people not understanding the difference between the program feed and broadcast feed. Both are provided by the broadcaster, but the program feed is the raw video/audio with no post-production.

TL;DR, the Big Ten got it right, the angry mob is wrong.
