This is what the statement says: "The committee consulted with national officiating leadership regarding the instant replay protocols. Based on that information, the committee agreed that the instant replay protocols were not followed in the contest’s second-to-last play. Had the protocols been followed, the outcome of the game would have been different."

It is saying that the replay decision was wrong *because* the officials used the wrong protocol. It is NOT saying that the decision was right even though that officials used the wrong protocol or that the decision was right given the the protocol they used. Instead, it is saying that they should have followed the correct protocol, had they done what they should have done they would have reached the conclusion that WMU had won, and the correct outcome was that WMU won.
