this fancypants syncing is expensive and, as WSB has pointed out, not installed at every FBS school. this new protocol is one-size-fits-all bumfuckery to account for this.

There's the broadcast clock, which obviously the refs didn't use. There's the program feed, which is what they're supposed to use, but apparently didn't according to the statement (wrong protocol). So what clock did they use?*
- NBC showed two clocks which were both provably wrong. The Big Ten used the provably right clock to make the provably right call, hence the statement’s reliance on protocol
