NBC was displaying two clocks on TV for that play.
1. The embedded game clock contained within the program feed. (bottom corner of the screen)
2. The game-clock graphic displayed as part of the broadcast feed.
Both clocks matched but were out of synch with the actual scoreboard clock, as the Big Ten has proven and as evident in many scoreboard shots from various games since. The image you see in the Big Ten replay is provably synched with the actual scoreboard. Everything else is tap dancing bullshit. The facts do not support claiming a mistake so they weaseled in protocol as the bases. Protocol that was written after the game was played.
The era of bald face lies strikes again.
