What did the contractors have to work with to provide their bids? Assuming it was more than "Hey, I want to put a bathroom in over there". Did you have a floor plan, even a sketch for them? Did they provide any details for their estimates? Costs of tile, plumbing fixtures, accessories, etc. can vary wildly. What might seem basic to one person could be interpreted very differently by another person.

Generally speaking, though, the 37K guy probably doesn't want the job because he's busy or doesn't want the hassle of a small job. As others have said, if you have had a good experience with the 20K guy, go with him. One caveat would be to clarify the amounts he is alloting to plumbing fixtures, tile and accessories. Also better understand HOW the plumbing will work (drain piping in particular). Is he cutting into the concrete to tie into a drain line below the floor? Is he planning to elevate the floor of the bathroom so the drain line can run above the basement floor?
