Most office jobs I've had as an adult have had a "no scents" policy in the employee handbook, for example.
Anyway, I think it's a generational thing and has largely waned (like other old people things like boxing or horse/dog racing) because so few people use soap anymore, and instead use loofahs with body washes that leave you scented for most of the day. Like the need for cologne waned when body washes became the norm and we moved to a service economy where people aren't sweating and don't have BO to cover up.
That said, wearing cologne is a fun bit of silly dandyish frippery on occasion, like wearing a cravat or a boater hat or something. But not something you do all the time, lest you become "cologne guy."

Not done talking cologne: I actually am baffled as to why anyone DOESN'T wear cologne. We only have 5 senses. We deliberately and enthusiastically try to experience enjoyment from the other 4. Why is smell excluded?

agree. i bought my first bottle last year and use it sporadically, but i have it for date nights and going out. i am very aware of how much I spray on and it is minimal -- just offering a hint of scent.**

Some of it is cultural, Latin men love cologne. My experience with caucasians is that the rural types haven't used it as much. But time to evolve, especially older guys whose ph levels change and get that old man smell.*
