That would only work with promotion/relegation

I realize this is theoretical, but there are a lot of programs who deserve to be in a top 40 league over some the the Big 10 teams in your list.

It would be a travesty if certain programs were cemented into the elite tier simply because they've been members of a big conference for a long time or recently had a flash in the pan season.
