It seems petty, but it's just wrong and can be fixed at no cost to anyone but the party that fucked up. The neighbor is right about not having the back side of the fence facing them. I know in my community there is an ordinance that the "finished side" of the fence has to face away from the property, so if they just moved the boards, not only would that have the unfinished side of the fence facing them, it might violate the local fence ordinance.
