He knows how to manipulate her, scare her, etc. He's threatening to contact the police on her! There is tons of projection going on.
A dynamic that I think is at play is that she's black and he's white. She truly believes that the police will buy his story, whatever he says, and that she'll be the one who gets in trouble. That's definitely a fear that he exploits.
