I am far from an expert in all that goes into it, mostly relying on comments and experiences from friends who have had to go through it all as either homeowners, developers, or contractors.

At a more meta level, the costs and time to build here -- large scale civil projects like high speed rail, nuclear power plants, bridges, etc. -- take much longer and are much more expensive than, say, South Korea or China or even western Europe.
