To me, federal government, state government, and local governments are all completely different animals

One issue I’ve never seen Klein address is how to compare costs for large projects in our federated democracy, where you have to get sign off from state and local governments and occasionally a federal agency as well, and a small local government can block almost any project their population doesn’t like, to China where the CCP can do whatever it want and no local group can realistically do much about it.
Even democracies like France or South Korea don’t give local governments the power to veto, right? The UK does give local councils that power over housing projects and nothing gets built there.
