They definitely would prefer to spend (less) money on PR. But I see transformational AI as inevitable, even if slow.

That applies not only to angry citizens but also reluctant firms. They're going to have to go to captured power, the only question is when. It may be that they're smart to stall in order to gain from falling storage costs.
