I've got nothing against people with disabilities or special needs getting accommodations, if anything I'd argue for better accommodations, nicer scooters, better parking spots, you name it.

That said, I think the social stigma directed at those abusing the system should be much worse, but as you say, that makes it worse for people who actually need access to services so it's a tricky circle to square.

That said, I'm used to being called an ableist and I'm quite open about enjoying activities that are physically strenuous or even dangerous as a social filtering mechanism. I meet fewer boring people ski mountaineering than I do riding the lifts at a ski resort. The people we meet racing our sailboat are usually more interesting than the people we meet at the dog park. Lots of people dont want to walk for miles in the woods or spend days outside in the rain, but thats fine, we can meet up and talk in a bar.

        I have no clue if anyone I meet is disabled or faking it. Nor would I ask. The truly disabled are far more disadvantaged by the mass of scammers than anyone else.
