If “the people running the system” are federal employees, they have almost no political power to prevent change

They have no Congressional reps, no senators, and can’t even change their own laws if Congress doesn’t approve of the changes. Also, the way the federal government administers programs (block grants to states, local govs or organizations), most federal employees are overseeing programs at 5,000 foot levels trying to prevent fraud. Getting rid of them increases fraud and waste.

Blaming them seems like a complete misdiagnosis.
